
Programs
The Warm Springs Housing Authority (WSHA) provides a range of housing programs to support tribal members and low-income households. Through these initiatives, WSHA aims to enhance housing stability and homeownership opportunities in the Warm Springs community.
Low Rent Rental

The Low Rent rental program houses low-income households at or below the 80% Area Median Income threshold at time of move in. Rent charges are income based, but are capped using the Fair Market rent established annually by HUD. The current housing inventory includes 84 low rent rental units.
Low Rent Senior Rental

The Low Rent Senior rental units are utilized to house tribal members of the Confederated Tribes of Warm Springs as well as other federally recognized tribes who reside in the Warm Springs service area, and are over the age of 60. The current housing inventory includes 20 low rent senior units.
Tribal Rental

The tribal rental units are owned by the Confederated Tribes of Warm Springs, and managed by the Warm Springs Housing Authority. These units were built using tribal funds, therefore there are no income guidelines or restrictions for these units. The current housing inventory includes 78 tribal rental units, of which 8 are used as senior rentals in the Simnasho community.
NAHASDA Home Ownership

​The NAHASDA Homeownership program is to house low-income households who wish to pursue homeownership. Households must meet income eligibility at move in utilizing the 80% Area Median Income threshold. The current inventory includes 17 NAHASDA homeownership units.
Tax Credit #1

The Warm Springs Limited Partnership #1 project was completed in 2015, with 35 housing units and a community building. Eligibility for these units is based on the established set aside, which is either 30% AMI, 50% AMI or 60% AMI. Households must be income eligible at move in to qualify. The primary source of construction dollars was through a third-party investor utilizing the Low Income Housing Tax Credit program established by the IRS in 1987. These units are designed as homeownership, with tenants having the ability to own or purchase the home at the conclusion of the 15-year compliance period.
Tax Credit #2

The Warm Springs Limited Partnership #2 project was a rehab project consisting of seven duplexes and four single family homes, for a total of 18 rental housing units. Rehabilitation was completed in 2023. Income eligibility is based on 60% Area Median Income, with households required to be income eligible at the time of move in. The primary source of funds for this project is also from a third-party investor utilizing the Low Income Housing Tax Credit program.
Permanent Supportive Housing (PSH)

The Warm Springs Permanent Supportive Housing project are rental units to serve the Chronically Homeless population in Warm Springs. To be eligible, tenants must meet the definition of being chronically homeless as well as income eligibility. This follows the housing first model, with wraparound services being offered if tenants choose to seek additional services. We currently have 10 single family homes and one duplex, for a total of 12 housing units for PSH, as well as a services center.
